Roofing in Palm Bay is not roofing anywhere else

Palm Bay is our home town. The office is on Martin Road, off Babcock, and a Palm Bay inspection is a ten-minute drive rather than a scheduling problem. That matters less than what it means in practice: we know which building department your permit goes through, which inspections happen while your roof is open, and which line of the Florida Statutes your insurer is standing on when it tells you your roof is too old.

Your permit comes from the City, not the County

Palm Bay is incorporated and runs its own building department. A reroof inside the city limits is permitted at 190 Malabar Road NE, Suite 105 — (321) 953-8924 — not through Brevard County Planning and Development.

That distinction has teeth, because the city line here is not where people assume:

  • Inside Palm Bay, the City of Palm Bay Building Department issues the permit and schedules the inspections.
  • Malabar and Grant-Valkaria are separate towns with their own permitting, even though the ZIP codes overlap and the neighborhoods run together.
  • West Melbourne is its own city again.
  • Unincorporated pockets permit through Brevard County Planning and Development — (321) 633-2187.

Four jurisdictions inside a twenty-minute drive. A contractor who files with the wrong one costs you two weeks before a single shingle moves.

The city also requires the contractor to be on file before it will issue anything: state certification or registration, proof of workers’ compensation or a valid exemption, and proof of general liability coverage. If a roofer can’t produce all three, Palm Bay won’t give them a permit — which tells you what to ask for before you sign.

Most Palm Bay roofs don’t get the 25% exemption

Florida’s building code says that if more than 25% of a roof is repaired, replaced or recovered in any 12-month period, the roof has to be brought up to current code.

There’s an exemption, and it’s worth real money. Under §553.844(5), Florida Statutes, if your roof was built, repaired or replaced in compliance with the 2007 Florida Building Code or later, only the section being worked on has to meet current code — not the whole roof.

Here’s why that matters more in Palm Bay than almost anywhere else in Brevard. General Development Corporation platted Port Malabar in 1959, and the city built out in one enormous wave: population went from 18,560 in 1980 to 62,632 in 1990. More than tripled in ten years. The overwhelming majority of Palm Bay’s housing stock went up decades before the 2007 code existed — which means the overwhelming majority of Palm Bay roofs do not get the exemption.

Whether yours falls either side of that line is a real question with a real dollar figure attached. We’ll tell you which side you’re on before you commit to anything.

If your insurer is pushing you on roof age

Under §627.7011(5)(b)-(c), Florida Statutes, an insurer cannot refuse to write or renew a homeowner’s policy solely because the roof is under 15 years old. If your roof is 15 years or older, the insurer has to let you get an inspection, at your own expense, before it can require replacement — and it cannot decline on age alone if that inspection shows the roof has five or more years of useful life left.

That’s a summary of the statute, not legal or insurance advice, and a carrier can still decline for condition or damage. But given how much of Palm Bay was roofed in the same decade, a lot of people in this city get that letter in the same year, and most of them don’t know the inspection is theirs to ask for.

A recorded Notice of Commencement, at $5,000 and up

For work valued at $5,000 or more, Florida law requires a recorded Notice of Commencement filed with the permitting authority before the first inspection is scheduled — §713.135, Florida Statutes. Almost every full reroof clears that threshold. We handle the filing.

The storms this city’s roofs have actually been through

Any roofer working Palm Bay should be able to name these, with the numbers:

  • Hurricane Frances, September 2004. The Palm Bay COOP station recorded 7.27 inches of rain. Melbourne’s ASOS peaked at a 63-knot gust.
  • Hurricane Jeanne, three weeks later. The Palm Bay COOP station recorded a peak wind of 74 knots — about 85 mph — and 8.93 inches of rain. Across Brevard County, 14,207 residences were damaged and 892 destroyed.
  • Hurricane Nicole, November 2022. Landfall at Vero Beach, thirty minutes south. Melbourne Airport held 45 knots sustained with a 63-knot gust through the morning.

A roof that went on in the 1980s has been through all of it. That isn’t a scare tactic — it’s the reason a Palm Bay roof doesn’t get the service life a roof in Orlando gets, and why “it looks fine from the driveway” is not an inspection.

Repair or replace

Most Palm Bay roofs we look at need one or the other, and the difference is usually obvious once somebody gets on it.

  • Repair when the roof is under fifteen, the damage is contained to one slope or one detail, and the deck underneath is dry. A roof repair done properly buys years, not months.
  • Replace when granules are filling the gutters, when the same leak has been paid for twice, or when the roof is past fifteen and you’re shopping insurance. A roof replacement often pays for part of itself in premium.

If a storm put the damage there, the claim changes the arithmetic — start with storm damage instead.
